WASHINGTON- President Bush today unveiled the winner of his contest for a poster to be the centerpiece of the Office of Public Diplomacy's program to better acquaint the world with his administration's New World Order policy. Submission of entries was restricted to members of his cabinet. The winning entry came from Vice President Richard "Dick" Cheney. Cheney, who was not present at the ceremony, was linked to it by a secure intercom connection from his bunker at an undisclosed location.
After the winning poster was unveiled President Bush pointed out the symbolism of the poster: The President, with his Commander-in-Chief authority is the senior responsible member of the triumvirate consisting of the President, the Supreme Court, and the Congress. A reporter, questioning the apparent novelty of this perspective on the three branches of government and the traditional concept of checks and balances, was told by President Bush that he had a memo from a Deputy Assistant Attorney General which asserted, in his words, "That's the way it is." The President was unable to remember the name on the spot, but Vice President Cheney, speaking from his bunker, said it was John Choon Yoo, who was previously a clerk to Clarence Thomas.
The novel inscription, "Fourth Reich," on the sphere which forms the eagle's perch caught the attention of one of the reporters who asked the President to explain it. The President deferred to Vice President Cheney again who said the first word was a reference to Independence Day, i.e., "The Fourth" and "Reich" was an ancient anglo-saxon term which the world should get used to.
At that point the President, looking at his watch, yelled, "Holy Jesus Christ, I'm late for my flight to the Reich, I mean ranch. Company dismissed!"
